CAPITALISM AND THE DISPUTE OVER PUBLIC FUNDS: ANALYSIS OF THE DIRECTION OF SOCIAL SPENDING IN PIAUÍ (2016-2020)

Abstract

Discussing the problem of social justice, redefining the role of the State and public responsibility; the new particularities and differentiations produced in social relations challenge the traditional agenda of universalizing rights. It is necessary to understand the public fund, in particular its most visible face, the public budget, which is crucial for analyzing the dispute over resources in an economy. The question for this research is: How social spending in the state of Piauí was applied in the period 2016-2020. The importance of the research lies in the lack of evaluations of social actions in the local scenario that encourage control of these expenses. The general objective of the study is to analyze the mobilization of the public fund of the State of Piauí to provide social assistance in that period. This is a descriptive-exploratory research, seeking to understand the characteristics, specificities and difficulties of local social spending, especially in the face of the COVID-19 crisis.
