A FUNDAMENTAL DISCUSSION ON THE REVITALIZATION OF MATURE OIL FIELDS: THE CASE OF THE CAMPOS BASIN IN BRAZIL

Abstract

 

This research seeks to understand the real possibilities of reversing the process of productive decline in the Campos Basin, in the context of intervention measures by bodies of interest and environmental constraints. There is a consensus on the urgent need for government actions to revitalize and encourage the production of the basin's mature fields, due to the infrastructure investments already made and the low recovery rate of these fields. If large operators are interested in the pre-salt, the strategy is to attract small operators, who require modernization of the institutional regulatory framework. Despite the broad optimism declared by institutions of interest, guaranteeing investment from small operators requires an arduous process of restructuring the process that involves greater speed, reduction of bureaucracy, reduction of government compensation, extension of contractual deadlines, elimination of commercial obstacles , in addition to reducing tariffs. Externally, some indications are favorable, such as the increase in the price of the commodity pressured by the recovery of the Chinese and American economies, in addition to the possibility of a general expansion of the vaccination process, which would bring new dynamism to the world economy.
