By using econometric instruments that permits to control for the presence and influence of selection bias in training programs of economically desadvantaged workers, the article looks for evidence about the impacts on income and employment of the most important brazilian public training program, the PLANFOR, for those workers in the particular case of the state of Pernambuco in 2000. The evidence confirms previous results in international literature of desadvantanged training programs: the effects on income and employment are positive only for unemployed workers and the magnitude do not permit them to significantly change their poverty situation. The results also suggest the importance of a better choose of the workers to be trained, what can propitiate a higher investment per worker.
