The objective of this paper is to formalize a model of the cooperation by unifying theory and practice. Using the theory of cooperative games the research gives subsidies for understanding attitudes of non cooperation and suggests measures to reach cooperation. From the Pareto optimum view for cooperation to happen it is necessary that no other strategy makes everybody better of or at least leaves some in a better situation and none in a worse situation. The main conclusion is that agents come across alternatives of attitudes. It is possible to arrive to a Pareto optimum where all the companies benefit since there is an external interference. Another form would be one in those groups of companies or individual companies, even not reaching a common agreement, be motivated by institutions that promote a shortcut to the process through initiatives of coordination, articulation and award, inducing the contract through a cooperative game. The alternatives of attitudes determine the well-being of productive sectors with spill-over effects to local development that may be reached through partnerships with emphasis in programs that complement, stimulate the efforts of private organizations and seek to fill the needs and interests of the companies and communities, in order ...
