Abstract

The main objective of the present work is to highlight the natural resources and the environmental increase importance a provider of production factors and amenities. This fact has been showing the need of a global planning for their use, so that to make viable the so called self sustainable development. It is here approached a general schedule to the natural resources and the environment in the State of Ceará. Being located in the semi-arid region the State of Ceará is subjected to periodical draughts, which produces severe social and economic disturbances. Taking into account these facts it is proposed a self sustainable program, emphasizing the economic, social and environmental aspects related to the question, taking into account different time horizon.
