Abstract

This paper points out the main difficulties the sugar and al- cohol sector faces in Brazil, which were aggravated by government policy, existing since 1989: price-fixing, low level of growth, interre- gional inequalities and uncertainty about the future. The work analyses the present policy, showing some of its deficiencies. It co- mes to the conclusion that the interregional inequalities, the interna- tional price-level changes of sugar and the charge of financing of al- cohol fuel's subsidy led the sector to inefficiencies, in spite of its po- tential to resist without the excess of intervention verified in other countries.
