National Basic Sanitation Plan and the impact on the mortality rate from illnesses related to inadequate environmental sanitation

Brazil faces substantial challenges in ensuring the provision of basic and universal sanitation services to its population, as well as reducing health problems related to inadequate sanitation. To this end, from 2013 onwards, the federal government adopted the National Basic Sanitation Plan (Plansab). The present work proposes to evaluate the impact of Plansab on the mortality rate from Diseases Related to Inadequate Environmental Sanitation (DRSAI). The methodology used combines the difference-in-differences model with propensity score, with the treatment variable being compliance with Plansab guidelines by municipalities. The results indicate that the implementation of the plan did not have a statistically significant impact on DRSAI mortality rates in the period analyzed, and that it is pertinent to review the program's planning and guidelines to obtain effective results.
