“MORE VULNERABLE AMONG VULNERABLES”: A PRELIMINARY ANALYSIS OF EMERGENCY AID

This article discusses the design of the Emergency Aid (EA) from its execution, which was observed in the data made available by the federal government. The question was: did the design of the AE consider the most vulnerable among the vulnerable as eligible for the program? To answer this question, the data provided by the Comptroller General of the Union (CGU) was statistically analyzed. The article was divided into two parts: in the first, the profile of the EA beneficiary by region of the country was discussed, and, in the second session, the EA was analyzed by installments paid. The data segmentation allowed a more accurate observation of the population to study the EA as a public policy
