EFFICIENCY AND QUALITY OF EDUCATION IN MUNICIPAL PUBLIC ELEMENTARY TEACHING IN SALVADOR-BA

Providing quality education requires the existence of basic material and human conditions for the school to function and the efficient use of the available inputs. This article aims at identifying the factors exogenous to school management that influence the efficiency and quality of public municipal schools in the city of Salvador. The Data Envelopment Analysis (DEA) method was applied in two stages to data obtained from SAEB and the 2019 School Census for 5th grade elementary municipal schools. The results in the first stage shows that 29,2% were considered efficient, which shows that there is room for better management of the evaluated inputs. In the second stage, the results of the Tobit regression showed that greater drop-out rates, negligence towards homework activities and teachers’ workload reduce schools’ efficiency. In addition, the results suggest that the students’ income and social profile show not relation to schools’ performance.
