HIGHER EDUCATION AND REGION: A METHODOLOGICAL PROPOSAL FOR THE ANALYSIS OF BRAZIL

The present article approaches the recent expansion of federal higher education in Brazil through the opening of new units or expansion of the already existing Federal Universities and Federal Institutes aiming to bring methodological notes that allow their analysis. For this purpose, the starting point was the observation of the methodology proposed by the Organisation for Economic Co-operation and Development - OECD for the issues that relate to the interactions between Higher Education and the Region (s). Conclusively, it was realized that the methodology used by the OECD differs significantly from the Brazilian reality in different points. Therefore, it was proposed that the study of the Brazilian case should be based on a set of qualitative procedures that are aligned with quantitative procedures. That is, the complexity of the theme and the Brazilian scenario is moving towards the adoption of methodological procedures that, together, allow the construction of a holistic view of the research object.
